John Lembeck
President
John Lembeck has over 30 years of construction, real estate development, and acquisition experience. Mr. Lembeck is co-founder of Citivest, Inc. and acts as its California licensed corporate real estate broker. Mr. Lembeck attended the University of California Irvine. After college, John formed Lembeck Real Estate Investment and Construction, which specialized in the purchase, rehabilitation, and market re-positioning of underperforming commercial and residential properties in Southern California. As an owner/investor he oversaw all aspects of property acquisition, construction/renovation plans, construction project management, marketing, leasing, and property managements. The scope of the work has ranged from the building of new structures to the complete renovation and seismic upgrades of historical projects.
Howard Miller

Howard Miller, founder and past President of H.L. Miller Inc., has been a Contractor for 36 years. He had the pleasure of working with the County of Orange and State of California for the past 31 years. After selling his company, Mr. Miller has assumed the position of Executive Vice President at H.L. Miller and shares his valuable years of experience and insight to company operations.
Prior to his years in construction, Mr. Miller worked for Disney as a designer for twelve years.

Daniel oversees rehab crews, subcontractors and daily operations, and is responsible for quality control, and implementing overview standards. He is also responsible for job walks with Project Managers and creating scopes of work and detailed proposals. Lastly is accountable for scheduling new jobs and reviewing completed jobs in coordination with the scope of work and responsibilities with subcontractors and employees.

H.L. Miller has been doing general construction for the County of Orange since 1986 and in addition has had the standing contract for the past 17 years. All employees are familiar with all County owned and leased facilities. All employees are cleared for probation and Orange County Sheriff Department. H.L. Miller has provided all phases of general construction plus engineering when required. We believe over the past 30 years, H.L.
