Extensive experience in both rehab and ground up construction of over 3000 homes and apartments throughout California. Specializing in major rehab and fire restoration work. We provide clients with architectural design, engineering and construction management services.
We can take a project from conception through completion. With our Architects and Designers we will provide our clients a collaborative project design. Once established we will create a reliable, conceptual budget from the early schematic drawings and discussions with the client.

MEET THE TEAM
Executive Vice President
John Lembeck has over 30 years of construction, real estate development, and acquisition experience. Mr. Lembeck is co-founder of Citivest, Inc. and acts as its California licensed corporate real estate broker. Mr. Lembeck attended the University of California Irvine. After college, John formed Lembeck Real Estate Investment and Construction, which specialized in the purchase, rehabilitation, and market re-positioning of underperforming commercial and residential properties in Southern California. As an owner/investor he oversaw all aspects of property acquisition, construction/renovation plans, construction project management, marketing, leasing, and property managements. The scope of the work has ranged from the building of new structures to the complete renovation and seismic upgrades of historical projects.
Vice President of Operations
Daniel oversees daily operations, and is responsible for quality control, and implementing overview standards. He is also responsible for job walks with Project Managers and creating scopes of work and detailed proposals. Lastly, Dan is accountable for scheduling new jobs and reviewing completed jobs.
Howard Miller has been a General Contractor for 36 years. HL Miller, Inc has a reputation for taking on some of the most difficult projects, providing guidance and execution with integrity for California State, County and Municipal offices for the past 31 years. Mr. Miller has recently started to cut back on his day to day activities and currently provides corporate oversight, strategy and shares his valuable years of experience and insight to company operations.
Senior Project Manager
Lou Hager has over 30 years of hand’s on experience working in the Construction and Property Management industry. Mr. Hager started as a porter at an apartment community and worked his way up to be the President of a Fee management company before focusing on apartment maintenance and rehabilitation. Working with one of the largest private real estate developers in the country, The Irvine Company, for15 years as a Director of Construction he oversaw more than $100 million worth of renovation projects
in Southern and Northern California. Lou’s expertise in the Construction Management encompasses all the development and construction aspects of the renovations including specification and design, development of construction budgets and
schedules, hiring of subcontractors, and oversight of the entire project from conception to completion.
Mr. Hager’s projects were accomplished at fully occupied buildings with minimal impact to regular operations. His 30+ years of employment includes leadership positions in the Operations, Reinvestment, and Project Management for several major Property management companies.
Project Managers oversee daily operations consisting of scheduling and holding meetings with subcontractors, owners, and their project managers. They organize daily reports for job status and accountability. In addition, they perform inspections with city inspectors and oversee safety on jobsites.
Jim Andersen has enjoyed all kinds of challenges that come with his 22 years of experience in the construction industry. During these 22 years he has acquired the Skills to design, bid, and manufacture/ fabricate a wide range of projects. Jim has been with H.L. Miller for 11 years now and continues to supervise many diverse jobs and excel as a finish carpenter and welding.
Josh has almost two decades of hands on trade experience and has been with HL Miler for 15 years. Highlighted with hydraulics, electrical and engine repair. He has an overall working field knowledge of all the trades including carpentry, drywall, concrete and plumbing.
Carlos is a master electrician with a full background in the construction industry. He is highly experience in plumbing, framing, drywall, painting, welding, masonry and roofing.
AJ has been with HL Miller for 18 years. He was previously working in technical theatre as a sound engineer, involved in the design and buildout of sound stages and facilities. Prior to that AJ was a professional painter for approx. 5 years. His other trade experience includes framing, drywall, and concrete work. Most importantly he has been married 16 years, has 3 children, 2 dogs, 2 cats, 2 turtles and a goldfish.
